Colonial Secretary's Office,
Hong Kong 6th, December 1893.
I am directed to transmit for your information the enclosed copy of a telegram, which was received from you on
the 27th October last, stating that you have drawn on this Government for $500,000, and of a telegram, which was sent
to you today, requesting you to draw for a further sum of $500,000.
It being desirable, in reducing the Government Balances in the local Banks, to effect a proportionate reduction, as far as practicable, of the Government funds proper and the Praya Reclamation funds, the sums required to meet the above drafts (amounting together to $800,000) will be taken in the following proportions, viz:- $200,000 from Praya Reclamation funds, and $600,000 from Government funds
proper. I am to request that the former amount of $200,000
(as also all future similar payments, of which you will from time to time be advised, from Praya Reclamation funds)
may be invested separately, and dealt with as in a separate account, in order to enable the adjustment of the account
of the fund here by crediting it with the interest earned
